Amendments to be proposed for the finalisation of the Entertainment Code
We publish the amendments that UNISCA considers necessary to propose to the Chamber for the finalisation of the Entertainment Code. WORKGROUPS
1. ANALYSIS OF RECENT GOVERNMENT REFORMS FOR THE SECTOR
This group analyzes the legislation recently issued by the government for the Creative, Arts, and Entertainment Sector, with particular focus on the approval process of Bill 2318, which reopens the delegation for the approval of the so-called Entertainment Code and the emergency measures for post-COVID-19 recovery. The working group provides technical opinions, highlighting operational challenges and offering specific recommendations for supporting sector stakeholders and promoting a comprehensive legislative reform.

2. SIMPLIFICATION
This working group examines the impact of the complexity of current regulations on the Creative, Arts, and Entertainment Sector, which fail to account for the unique characteristics of its activities and stakeholders (workers, businesses, and nonprofit organizations), such as the discontinuity of productions and events. The group also sheds light on the redundancy of requirements, caused by uncontrolled regulatory layering, the lack of dedicated and adequately trained personnel in the relevant authorities, and the absence of interconnection between institutions — all of which create confusion and uncertainty at every level. The ultimate goal is to propose comprehensive simplification measures for regulatory compliance.

3. PROFESSIONAL RECOGNITION (Permanent Group)
This working group explores legislative opportunities to support the process through which all professional categories in the Creative, Arts, and Entertainment Sector obtain legal recognition. In particular, starting from the provisions of Law 4/2013 and in collaboration with associations already accredited by the Ministry of Economic Development (MISE), the group provides UNISCA members with the necessary standard tools for defining requirements, recognizing professions, and certifying competencies.

4. OBSERVATORY
A permanent technical working group focused on systematically and scientifically determining and monitoring the quantitative and qualitative dimensions of the Creative, Arts, and Entertainment Sector. This work is essential to establish a clear market context and provide well-founded, credible proposals to institutions.

5. COMPARATIVE INTERNATIONAL LAW
A permanent working group tasked with overseeing the state of sector-related regulations in various European and non-European countries and comparing them with the Italian context. The group’s objective is to promote the harmonization of European rules, given the significant gap between Italy and other European nations, both in intra-EU relations and in dealings with non-EU countries.
